Nepal law does not recognise “paper marriage” as a special category. The lawful route depends on whether a marriage already exists and needs civil registration, or whether the couple wants to marry through District Court registration.

An existing marriage is normally recorded with the local registrar. A couple not yet married generally uses marriage by registration before the District Court.
Citizenship or nationality documents, photographs and evidence of the marriage are commonly relevant. Foreign documents may need authentication and translation.
If one spouse denies the marriage or refuses registration, a court decision establishing the relationship may be required before civil registration.
